I think that present perfect is when the action has just ended in the most near past.

In fact I would recommend using the Past Perfect Continuous for the continuous action in the past which had started before some moment in the past or before some other action expressed by the Past Indefinite and which was still going on at a moment when the other action began.

To put it in simpler words: you were discussing, than the action took place, but you kept discussing.

Hereby:
"We had been discussing it for a long time before the case with the girl took place."

And there is no question about the Preset Perfect, but the Past Perfect:
I had told him about it (this idea) for a long time before the case.

And pay attention to the verb tell – this verb is used with the direct complement without any preposition like "with". Except when you do want to underline two participants of the conversation, than use the preposition "to".
e.g.: I was talking to him.

No, it is correct. The auxiliary verb is used: "..,where did you learn your English?" However, "your English" seems to be a kind of bad style.

You're right here: "what was your first job?"

But... When a mistake doesn't create any misunderstanding, it's not worth talking about it.
